Foreign Office, December 1, 1906

The British and American Tobacco Company are informed by their agent in Manchuria that at Antung, whilst no customs duty or what he calls 'tribute' are levied on cigarettes manufactured by the Japanese Government Tobacco Monopoly, a 'tribute' of 14 per cent. and a duty of 34 per cent. are levied on the goods of that Company.
